Stair weight idea

I have large wedding cake steps and am trying to come up with an easy way to weight then down. My husband suggested pvc coated dumbbells. Maybe 4 10or 15 pounders. Anybody have thoughts on this idea?

Several people make "dumb bells" using PVC and cement. Makes it easy to get them out when you need/want to take the steps out to clean. I like this better than the coated dumbbells as you do not want the metal to come in contact with the water due to tears or scratches in the coating.

It may take some experimenting to see how many you need and how big they should be.
