I was putting my filters back in after cleaning and tried to fill the filter bowl as much as possible but the water kept draining out. There are no visible leaks. The same thing happens when I clean the skimmer at the pump, the water keeps gurgling and draining out of the skimmer basket. Is this normal?

If the equipment is above the water line the water will drain through the plumbing back to the level of the pool.
