Plumber used Four 90 Repair

Looking for some input. We recently had our concrete cool deck around the pool removed and re-poured. Even with pictures from the construction in 1990, they still managed to crack the pipe coming away from skimmer heading back to the filter/equipment. So the contractor sends his plumber to dig under new concrete to fix crack. He can only do the four 90 repair. Shouldn't we have concerns since the return pressure is low? Debris often gets around the skimmer basket not to mention vac debris/DE. We immediately told contractor before the repair of the pipe, we wanted the new concrete over the leak redone. The sand has been majorly disturbed! We had the deck redone because massive erosion over the years caused the decking to crack. These guys only warranty cracking for one year. But I'm concerned because if they remove a section of the new concrete, how well does new concrete really bond to existing concrete? But if we do insist redoing the concrete above where the crack was - can't the plumber at the time the piping is further exposed - fix the pipe correctly? Would the latter be a win-win for us? I forgot our most recent discoveries. Some coping (which is fairly new) was damaged/chipped; and the mortar between the coping has been chipped off in many spots, too. We don't know what to do? Redoing any of the coping will surely stand out. The mortar chips are located right where a swimmers hands, etc would grab. Could we bully the contractor to acid stain the coping after repair?
