Pressure gauge stuck at 10

I think I already know the answer, but my pressure gauge doesn't go down to zero when the pump is off. Doesn't change when tap it either. It does go up to 18 when I turn it on which seems high. Am I correct to assume it needs to be replaced?

Yes, it's dead. TFTestkits.net sells a nice, oil-filled gauge for pretty cheap.
