Rust spots on pool steps?

Our pool was installed about 3 weeks ago. It is a salt system pool. We noticed today that there are several tiny rust spots on the stairs. There are 3 steps and the are rust spots on each. They are very small and are about the size of the period on your keyboard. Our coping is stone link flagstone. Could the mortar used be causing this as little pieces of the mortar have broken off. Especially in the first couple weeks, there were always little pieces and grains of mortar/sand on the steps. My understanding is that the steps are made of plastic, and you need iron for rust. Anyone have any ideas? Oh yeah, anyone know how to get the rust spots off?
 
Set it on the spot, if it lifts, viola. To see if the stains are organic, you do the same with a trichlor tablet. Neither technique will help copper stains - if its copper the vitamin c may change the spot's color/darken.
 
PB suggested dumping in a bottle of Metal Free, which I did tonight. Haven't had a chance to do the vitamin C test as it is pouring rain. Does this Metal Free stuff clear up the stains or just prevent more?
