My CYA is 40 and my shock level is 16 FC . on several occasssion during shocking, I only seem to get it up to about 9 FC before I reach 0.5 or 0.0 CC. Why is that? Should I be getting to 16 FC or is the more important fact 0.0 - 0.5 CC?

If you are not reaching 16, you need to keep adding chlorine until you do. What brand of bleach are you using?
.5 CC is nothing to worry about and normal, you may see it fluctuate between 0 and .5 . We only advise to shock if the CC is above .5 .

also make sure you add all the bleach you need to bring it to 16 ppm. If it calls for 3 jugs for example and them all at once.
