New pool owner and it has rained quite a bit lately. Water level is almost at top of skimmer inlet in the pool wall. At what point should I consider draining some? Do I just do a backwash for this?

It's a good time to backwash for several minutes to clean the filter well. You want the water about half way up the skimmer face for best skimmer performance.
i agree with john. you want to be between 1/4 to 1/2 way on the skimmer. if it rains a lot let it go up some then backwash and rinse.
