flow is bad below 2000 rpm on 4hp pentair

Hello all, I have a 30x15 Fiberglass unground pool and a pentair 4hp pump for the filter and salt water converter. I have read that keeping it at a low setting for just the skimmer is the most economic way to keep the pool chlorinated and minimize wattage. The lowest I can get my pump to though is 2000 rpm or else the flow light will turn red and the water will stop moving out of the filter. This seems rather high and I'm wondering if this is normal or maybe the filter set up is too far away from the skimmer. Thanks for any advice.
 
It could be normal for your setup.

What is the filter pressure at full speed?

What size pipe is used from the pool to the pad and back again?

How far is it from the pump to the pool?
