Hi. We are building a pool in a third world country where they don't have a lot of experience, unfortunately. Our contractor wants to do the Hydrozzo (like Pebble Tec) first and then the water level tile and stone coping. Isn't that the wrong order? What is the correct order of these items? Also the bench he put in is cantilevered in the deep end - shouldn't it go all the way to the bottom so no one hits their head on it when swimming? Thanks for any insights.

Tile is done first for a VERY important reason - it is the waterline tile that establishes the level line of the pool. The tile installers will carefully set the tiles along a precise level line which is what the coping installers will use to judge the placement of the coping. If the tile line is not level, everything will look off.
... Unless it's poured in place coping. If that's the case the coping gets poured before the tile is installed.

A cantilevered bench sounds like a liability
In my case, they installed the coping (not poured in place, but manmade coping) and then installed the tile, then the plaster. I have no idea if that is the 'right" way or not, but it does allow the tile to be pushed up under the coping with a nice uniform grout line.
