Pool is clear, look good but the steps are just covered. Brushing doesn't do anything. I took the steps out and really scrubbed them with bleach/water, worked a little but didn't get them white.
Any tricks to cleaning that up?

I would remove the steps again and try Vitamin C tablets and possibly a puck (let it sit for a while). Probably not algae, but staining. You could also try Magic Eraser as this is what I used on my white steps for the scum line (works wonders).

Seems like staining to me. Did you let it soak in the bleach for a little bit before attempting to brush? If that still doesn't help try putting on some gloves, goggles, and old clothes then scrub it after soaking it in the bleach solution, but still keep it in the solution as you scrub. This usually works for me.
Put some vitamin C tablets in a sock and scrub with that if the other options don't work. It's hard to tell from the pic if the stains are organic or iron staining.
My first idea would be to remove the steps and try "Comet"......scrub it on with a deck brush and rinse.
