I noticed today on my intex metal frame that a partion of the back is about 1 inch maybe a bit less higher than the rest of the pool, is this ok or do I need to drain?

An inch isn't so bad. Just make sure you maintain the water level so there's a steady flow into the skimmer basket. My pool is probably off by an inch. It only bothers me visually because I have a tile pattern in my liner and I can see the discrepancy when the water is at a certain level.
