Skimmer cover - Winterizing skimmer

I notice some people use a cover plate in the pool skimmer opening (in the water) to stop water from getting in. However, almost all skimmer tops have a hole in the center. At least the Hayward ones do. Is it necessary to cover this hole to stop rain water/snow melt from getting into the skimmer?

I like to keep water out of my skimmer, so I seal
sides and center hole with duct tape. It's not necessary
but that's just how I like things to be.

Do you use the in-pool face cover as well to keep water out?

No. I have a solid cover and lower my water well below skimmer and returns
