just put in Muriatic Acid, can you safely get into the pool to scrub the walls and floor and to get the stairs out? Also once we start the bleach is it safe then as well? Just seems easier to scrub from inside of pool.

I would wait 30 min to 1 hour after MA addition to swim. You are safe to swim as long as you are below your SLAM level.

So, I am winding down a slam and my FC level is around 24 (CYA 60), I am waiting for a successful OCLT which I will begin tonight. At what point can I get back in the pool? I prefer to brush and vacuum while in the pool.

Not vague at all. SLAM value - don't swim - ANYWHERE below SLAM value, swim away.
