overpressure valve problem

I have Polaris 280 with a Polaris booster pump. I have had this for about 10 years and it worked great. There has always been a little water coming from the overflow valve where the clener connects into the pool. Who cares? It worked fine. I started it up the other day and the cleaner wasn't moving. I saw most of the overpressure mechanism in the bottom of the pool. I ordered a new valve from Ebay. It came in today and I screwed it in the port. I tightened it up good but still most of the water is coming out of the escape port and the cleaner is barely moving. It is supposed to be an OEM part and it just screws in. I don't see what could go wrong. Is there someting I missed? The pool looks terrible.
