I'm having a similar problem.
My biggest issue is I can't turn the handle of the skimmer(is closed)
I don't want to force it and break something else.
i was planning to remove the screw and spray W-40.
I still don't know which way the valves should face.

Looks like your post was separated from another thread. I don't see any descriptions for your system or valve(s). Can you upload a quick pic of the valve you are concerned about? Also, I would not use WD-40 on any pool-related products, seals, etc. The chemicals in household lubricants can be corrosive to pool seals later.
