Purchasing new home with pool

This is my first post on the forum so I apologize if I don't have all the info need to answer my questions but I'll do my best. I am in the middle of buying a new home, just had it inspected and he inspector showed me some small spiderweb like cracks in the plaster of the pool on the first step and some light discoloration on the bottom. Also he said the heater wasn't working. Don't know what is wrong with it, looks fairly old, between 10-15 years guessing.

I don't think those issues will keep me from purchasing the house, but I was curious if anyone knows reason for small cracks, price or difficulty to fix and any ideas about heater?

Welcome to TFP!

A few cracks are no biggie. We've got a few. PB stuffs some pool putty in them, it cures underwater. Need more info for the heater.
