Bubbles in my pool, low suction-help??

I have a sand filter which I believe may have a leak, somewhere. I have bubbles in the pool and the skimmer basket has very low suction. Today, I noticed some water around the the ground of the pump (though this may have been from splashing and whatnot). This is my second week with a pool. Help??
 
13 when the pump is on. After another day of pondering, I applied silicone around the seal of the basket and tightened a large screw at the base of the basket. Still bubbles. Grrr. However, when I turned the pump off there was a large amout of water coming from under the basket-just can't tell where it's coming from since I can't get under it (it sits about 1/2 inch above concrete)....yes, I think I have found my problem. So, do I call a pool repair company or is this something I can do myself?
