Drain at the bottom of the pool and spa have no suction.

Hye guys after having an empty pool since we moved in we finally decided to fill it up. Today i decided to check the suction at the bottom of my pool and noticed that there was none. As of now the only part of my pool filtering water is the skimmer. Is this okay? How do i fix the bottom drain? The pool is about 40 years old.
 
Pool drains are either plumbed with there own line back to the pump with a control valve or they are connected to the skimmer, where there is some sort diverter to share suction with skimmer. Spa drains are plumbed back to pump and have a dedicated valve to control its suction. If you need more help post a picture of the equipment and plumbing
