i tested at 8:30 pm one hour after adding chlorine fc was 15.5. I tested at 5:00 am, 40 min after pump was on and got 16.5 fc. Operator error or is it possible that i should have waited longer than an hour after initial testing at 8:30 pm? Usually within 30-45 min of adding the results are dead on.

Probably operator error but I suppose it is possible not to get complete dilution in 40 minutes but not very likely. Most of the time it is 30 min or often less.

Yeah, that probably makes the 16.5 valid, I think.
So, no operator error there, just a "low" spot in your circulation. I would use the forty minute blending time from here on out.
