Above ground Deck Build

I have an above ground pool and will be building a deck on one side in the next few weeks. I was wondering which way would be better for the height of the deck. should the deck be slightly below the side caps, the same height or slightly higher then the caps? If higher would you run the boards to the inside edge of the cap or somewhere toward the outside?

I need to be able to put a winter cover on the pool so I know I need space for that, just not sure which would work best.

PS. my boards are even with the top cap and I have a 1 inch gap. :wink:
