A friend installed a liner for me. I noticed bolt heads sticking out of the liner now that it is full. He was supposed to put duct tape over them and did not. Will they most likely puncture the liner? I'm sick about it. We are on a well and it took over a week to fill up.

Hi, welcome to TFP! I would definitely keep an eye on that area. When you're swim season is over you can drain the pool and cover up the bolts.
