Trouble raising pH

Hi,

I just received my awesome new chemistry set, a.k.a. pool testing kit. Everything looks good except my pH is a little on the low side with a reading of 6.8. I have come up with a similar reading in the past using test strips, and used the pool calculator to determine how much borax to add to raise it. When I did it last time, it didn't really seem to budge much at all and to be honest, I'm not even sure it ever got up to a 7.2 since the kit kind of confirmed this. My question is more about HOW I added the Borax and if I did something wrong. I diluted it in small batches using a 5 gallon bucket of water, then dumped it in the pool by the return. I diluted in small batches, but it still didn't all seem to dissolve and later could be found floating on top of the water. So...

1. Does it have to be completely diluted before adding to the pool?
2. Since it seems I have to add about 128 oz, do I do it all at once?
3. Should I stick to the Borax or go for the pH Up sold at the pool store?
