Does anyone know of a powder chlorine that doesn't increase the cya and lower ph? Is bleach the only option? THANKS

You should read How to Chlorinate Your Pool. All forms of chlorine have disadvantages.
Cal-hypo comes in powder form and does not add CYA or lower the PH. But it does add CH, which will eventually become a problem.

If you don't mind spending the money you could use lithium hypochlorite but be aware that it is the MO$T EXPEN$$IVE form of chlorine there is. It is fast dissolving and has very few drawbacks
