Conferplastics 7100X? Ladder help, won't stay down!

I have an Above Ground Pool, Splashpools Omega 20ft 9000 gallon pool.

The ladder it came with for some reason I can't keep it down in the water. Its this model I think:

To confirm, am I supposed to fill all of the holes with water, both the pool side and the dry side?

I made the part you are looking for Bold, Red letters.

Fill them ALL with water ... the added weight on the outside (Air side) is what will keep it in place.
Filling it on the water side only replaces the air gap and will make it a wash for weight.
