I have an above ground pool. The pump is running fine. The chamber fills with water. Once we turn the pump on, the water leaves the chamber but the pump does not suck any water from the pool. When we turn it off, the pump chamber fills up with water again. We just changed the large black ring seal so there is no leak there...

Do you have a skimmer on the pool? Is the water level well above the suction line or skimmer mouth opening in the pool?

As Joel said above, make sure your water level is well above the skimmers and the skimmer doors are opening all the way to allow for water flow.
Next, when was the pump working fine and how long ago was that? Was it working fine before you changed the Blk O-ring? If yes, make sure you did not reverse anything on the pump...
