Hi
I am from Ontario Canada and just found this great site. I inherited a pool 10 years ago and have learned lots mostly by trial and error.

I have a cement pool that needs painting and decided to do it myself due to the high cost. I have watched a youtube video of a pool painting and cleaning and I think I can manage.

I have emptied the pool took about 2 days.

I have gotten to the end and water seems to be backing up a few inches. I am wondering how I can deal with this it's 12 feet deep.

Any suggestions would be great.

Do you have a bottom drain? Many pool drains have a hydrostatic valve built in which will allow ground water to come up into the pool if the pressure outside becomes greater than the pressure in the pool. This is designed to be a safety to prevent the water table from floating the pool out of the ground. If so, you may not be able, nor really desire, to get all of the water out unless the water table drops a bit.
