A lot of us just use the empty bleach jugs and fill them up with gravel or cement. Then just place them on the underside of the steps if they have a shelf or hang them with bungees or rope. You can also use 3-4" diameter pvc and cut it to the desired length and fill them with rock or cement and cap them off.

I did the pvc route as shown in link above and made small one to fit under the first step and made longer ones to hang from underside of the top step. Works like a charm and they don't move at all and are really stable. Takes a lot of force to move them to clean under.
