Chlorine levels high but no free chlorine

Just opened pool a week ago. Last year never really got it 100% cleared up. Starting off the same this year. Blue but real milky. Water tested yesterday and chlorine level high, total chlorine high but free chlorine low. What is recommended to fix this???

Total Chlorine 4.7
Free chlorine .85

Our methods for fixing this is called a SLAM Process

Can I assume you got that testing at a pool $tore? Have you added anything to the pool? If so, what?

When we opened we added 3 lb bags of shock, a bottle of Algecide and a spring pill. Since then we have added a bottle of metal out (metal levels high due to we'll water fill), some alkalinity booster, PH boost and another bag of shock.

The path forward certainly needs to be an investment in one of the recommended test kits. And then adding only what the pool needs. I have no idea what half that stuff you added even is.
