As long as my FC stays within the normal level for my pool, do I just add the daily ppm to maintain the level or bring it to shock level after a heavy rain?

You don't need to shock, but it is a good idea to add some extra chlorine just before or after a major storm. Rain and wind often blow more debris into the pool than it would normally get. A little extra chlorine helps maintain the proper level.
