What needs to be done to correct a stray voltage issue at the light. With the power off voltage can be felt while touching the metal casing of the light. Could this be an issue with the equal potential grounding between the pool grid and the electrical system? How can this be tracked down or how does this get corrected?

So there is water in the pool and when you lean over the side and touch the metal refining rim you feel a shock? How old is the pool? By power off do you mean the house main?
You need to get a qualified electrician out to determine if you pool is properly bonded and to determine the source of the stray voltage.
I could give you a page of ideas but you really need someone familiar with stray voltage and bonding to come out and figure out what is going on.
