Crusty white material/buildup in ladder wells/sleeves

Hello,

Just opened the pool for the third season after having it installed. It's a vinyl 18x36 but the problem is with the ladders and the ladder "sleeves" that they slip into. The sleeves are embedded into the concrete deck and they have a crusty buildup that makes removing and installing the ladders difficult. I'm wondering if anyone else has this same problem and has found a cleaner or some type of solution that makes cleanup of this buildup easy.

I just noticed that the other day. I'm going to clean it with a wire wheel on a drill. I won't be putting in ladders or handrails until the water is warmer.
