Removing skimmer basket

Hello All,
I am new to pool ownership. I have a question on the basket within the skimmer filter. My electrician who wired the pool says he is concerned about placement of the skimmer filter because it is a 4 inch basket with only 3 inches of room before it hits the decking. Therefore you can not take the basket out.

The pool installers are telling me you take the basket out from inside the pool not outside. Can you tell me which is correct or does it matter?

Is it an inground pool? If so, the skimmer lid comes off and you pull the basket out from the pool deck (top), not out the mouth of the skimmer that goes into the pool.

It is an above ground pool. The skimmer filter is under the decking.
