Why is SLAM level, SLAM level???

So I understand the SLAM process and why you need the FC at SLAM level to kill everything, but how was the SLAM level number came up with? Trial and error? Is there some formula for it?

I"m just curious as to why the SLAM level of FC is the level we shoot for. For example if your SLAM level is 17, did somebody do tests over time and figure out that a level of 14 or 13 wasn't enough and a level of 20 was too high?

I really have no reason to want to know this other than i'm just really curious....lol
