I replaced the heater last year. Worked fine till late fall. Wouldn't heat so i replaced the temperature and Hi limit sensors. Now it seems to only heat when the jets are on. Please help me if you can.

I'm not sure I understand. The pump has to be running for the heater to have water flow to heat. Are there 2 pumps?

Well the spa should be heating while circulating (low speed) However it only heats when the jests are on. (High speed)

It sounds like a problem with the pressure sensor. Does the heater have an error on the readout when this happens?
Replaced the sensors and the pressure switch. When i replaced the pressure switch it seemed to fix the problem. Then had to replace a cracked piece on the pump housing. Then the problem with the heat returned. No error messages.
