Having to replace my overlap liner because of metal flakes have roped it while vacuuming. Noticed the stabilizer rails are rusted. My 3 local pool suppliers do not stock or get the rails. One said I do not need them at all. So the question is are these needed? If so where to get them online. If I switch to the beaded liner are they needed?

They are needed. Even if you get a beaded liner you will need something to hold the liner.

These stabilizer bars also help keep the pool round. I've never heard of a pool being installed without them.
