hayward h400id pool heater will not ignite

My heater will not ignite. It cycles through 3 times, I replaced the gas valve and igniter and now at least smell gas. I have cleaned everything, no spider or blockage issues. I have pulled the igniter out and cannot detect much or any spark. I did see what I would call a light spark once but have been unable to replicate. How bright should this spark be and what could I try next?
 
I believe the igniter on those is a hot surface igniter, not a spark igniter. A hot surface igniter will look like this... http://cdn1.tmbi.com/TFH/Step-By-Step/FH021312_001_FURTUN_10.JPG. If you have a spark igniter, it will have a large diameter single wire going to it and the connection on the board may look something like a sparkplug connection on a lawnmower.

Since you already changed out the igniter I will suspect that it is something in one of the pressure or vacuum switches. All of these need to be closed for the system to operate properly. If you are handy with a Volt/OHM meter, this is fairly easy to check out.

If one of those safety switches is not functioning properly the igniter will not light,... which will not allow the gas valve to open.
 
Yes this unit has a spark ignitor. The spark should be noticeable and you should be able to hear it clicking. If not and you already replaced the ignitor, it could be the control module.

FYI, this is one of the two worst heaters produced by Hayward. The one you have and the FD units being sold now are horrible. Careful how much you spend on repairing this thing.
