No air bubbles in spa when water is hot

We have a new pool with spa (7 jets). We originally had a silencer producing bubbles only when water is cold; it would shut off after 1min when temp >100F. Pool guy replaced silencer with different blower (Polaris). Same issue, although the blower now stays on when water is hot, but still no bubbles (is producing bubbles also when water is cold - and does not shut off either).

Both blowers have worked initially when installed once or twice for 5-10min when temp>100F. After that we see the symptoms as described above.

I am not sure I am clear on the problem. You have a blower to add air bubbles to the spa. But for some reason the amount of bubbles varies given the temp of the water? That does not make sense as they should not be related.

Is the pump moving water the entire time?

Is the air pump maybe wired to the same relay as the heater? Could it be that once the heater cuts off, it cuts the air pump off.
