48" panel and 42" step vinyl pool

I'm about to order my panels and step for my build this spring. I have a friend that work at the pool company and he has offered me a 48" tall panel for the same price as the 42". The issue is that the only 48" steps they have are white which I don't want. So my options are to use the 42" step and have a very high 1st step or I can form 1 step at the bottom and have the liner cover it. I think if the 1st would be 12" if I don't pour one. Is this too high?

Has anybody delt with this before and if so how did deal with it.
 
A 12" riser is high but as a first step into a pool I don't think it would be too abnormal. People don't generally have the same expectation for pool steps as they would for home construction stairs. Not to mention if you misstep, you don't fall down a flight of stairs you just do an inadvertent cannonball.
