How to solve dead zone?

Ive been trying to dial my returns to avoid dead zone with no success. On the shallow end where the returns are, theres always a collection of debris.

Is there anything i can add to the existing returns to solve this?

In my opinion, no. Looks like predominant wind pushes stuff there, I see no skimmer. I have a near identical situation, where if one skimmer was six feet to the South, then this issue would be gone, or much, much better. I could be wrong, but that's what it looks like from here.
