My pool was completed 12/24/2015. The transitor access panel is rusting from the screws which, apparently, are not stainless steel or painted. The paint on the panel is beginning to blister from the rust. I tried to replace the panel, but cannot get the screws to move given the significant rust. Any thoughts on what next steps would be to fix this problem? No help from Pentair who says their warranty does not cover rust. No help from the contracor who says the pump is a single unit he installed but the rust is not his problem either.

Are the screws burred to the point a screw driver slips? A hammer drill might break them lose. If not you might try a much smaller carbide drill bit to drill through them, then an easy out to unscrew them. Sounds like a pain, especially if you don't have the tools. Or as long panel opens you could sand the rust off and repainted it.
Forgot. You try a little wd40 or other bolt penetrant around screws? Maybe twice a day for 2 days.
