Hot tub heats up but not to set temperature on controller?

I have a 2004 sundance optima hot tub that I had problems with last winter. I had to replace the heater and manifold I also replaced the hi limit sensor and flow switch. Now the tub heats up but not to control panel setting? What do I need to do to trouble shoot this problem?
