Down east spa 2 pump system jets 2 not working

My jets 1 work which is the 2 speed circulating pump bur when I press jets 2 the relay in the circuit board just clicks. The last motor burned up and I replaced with a new one. I am only getting power to the black wire and not the white. The fuses are all good and I put power to the motor so I know it works and the jets 2 button lights up and relay clicks when pressed.

Did you check the power back at the disconnect to make sure you have two hots?

Is the pump 110 or 220? Since black is line power and white is normally neutral, what is the voltage to the motor? That answer would help us. Also can you check voltage at the power source to the motor, ie contactor, relay, etc?

Pretty sure all down east spas require a four wire 220 circuit....
