The book says to tamp....but I have not seen anyone tamp before rebar - in Texas atleast. Whether it is for pool or driveway concrete.

For pavers they always tamp the stone base using a hand tamper or a mechanical vibrator that looks like a lawn mower. The sand on top of the stones is not tamped as throughly as the stone base.

The theory is that the heavy weight of the liquidish gunite will self Tampa required. Make sure they have adequate spacers at the bottom so that rebar is not lying on excavated bottom.
