Closing AGP, seal all openings an option?

I know this is a strange question, but I was wondering if you put winterization plugs on all openings on your above ground pool, do you then only need to drop the water level to say 6 - 8 inches below the deck? I am wondering this because a cover I bought that sits on the pool water mentioned (and I totally spaced it) its good for a 12 in drop below the deck for the given size, or buy a bigger size (my prob). Now, I am wondering if you seal all the openings, then you may not need to drop it as much if that makes sense.

Thoughts?
 
You would have to be confident that your plugs will hold and not leak. It is safer to drain below the returns then plug everything off. Is your pool hard plumbed or does it have hoses?
