It looks like it's not getting a salt reading due to no flow. Are you sure that water is flowing properly through the cell?

I concur with JamesW. Don't worry about the other lights until you resolve the low flow issue. For me, low flow has either been the pump speed is too low or that my filter is dirty. It could also be that the flow sensor is bad, but thankfully, that has not been a problem for me.
