Spill-over spa airline leaking

I need some help as I am trying to decide if I need to fix the spa.
Spa (and obviously, the pool) is loosing water when spa is running in the "waterfall" mode or I leave the water in the spa. I can still use it in the spa mode as water does not get into air lines when jets are running. The workaround is draining the spa when not used and I have no problem doing it, but ... is there problem having spa empty most of the time ? I understand I am loosing the "waterfall" and reducing water circulation, but will I harm any equipment doing it ?

I know fix is no biggie IF I did not have 6" of concrete around it ..

Well, depending on the water table and the depth of the tub you might need to leave at least some water in it to keep it from floating. Also, if it's not covered, it would get pretty messy. If you have a cover and it's very elevated or you live in a very dry place you could get away with leaving it empty.
