Pool wall under pool steps bowed in

I noticed yesterday that the pool wall beneath my fiberglass steps http://www.alpsmfg.com/product/10-straight-front-roman-back-step/ is bowed in the middle underneath the steps. There is a gap behind the liner at the junction of the pool floor and the wall.

The curve is symetrical with the apex of the curve in the middle.

I'm sure it did not exist when I opened the pool. The pool is 2 years old.

Any idea what is going on?

Looks to me like water has managed to get between the liner and the shell somehow.
