How hard does the sand need to be??

Had a company come out and dig up sod, level ground, and lay a few inches of sand. They watered it and tamped it three times. When I went to check out the ground, when I stepped on the sand, my shoes sank slightly and left footprints. Is this too soft to set the pool on? 22 x 52 Intex ultra frame. Was hoping to set up and fill on Saturday. If it's properly done, is it like super hard? Or does the surface still have some "give" to it?

Nothing "hard" about wet sand. It'll always shift some.
