This is my first year adding a heater (Rheem 106k) and notice the return pressure (11lbs) is not as strong after heater was installed. Cartrige filter is clean , I do not have the water bypassed when heater is not in use. Could pressure be down because of having to flow through filter and heater then return?

I would suspect the gauge. If you add a restriction (heater or anything else) to the pressure side, the psi will go up.....not down.

If you have a bypass, you can demonstrate that by turning the bypass on and off and observing the pressure. If you get readings opposite that, then somehow your bypass is adding more resistance than your heater is. (very doubtful)
