Do I need a cove?

The cove helps lock the pool wall into the bottom track and also prevents any contact between the support blocks under the uprights and the liner. As for the leg/base plate issue, a picture might help us see what you are up against.
 
You need a cove.

without a cove, the weight of the water on the liner can cause the liner to push out under the bottom track, and then you will be in a world of trouble.
